The follow-up wastewater treatment plant project in Hsinnan Village, Chuangyuan Township, Ilan, includes development of a park. However, due to problems with the 45 million dollar budget, the county government suggested that the Construction and Planning Agency restore the land back to a wetland, returning the land to waterfowl. The Construction and Planning Agency has shown initial agreement to this plan.
