After the 0403 Earthquake, Reconstruction Work is Progressing Positively Taroko Terrace, Buluowan, and Tunnel of Nine Turns Trail (Jiuqudong trail) Expected to Partially Reopen by the End of the Year
It has been over two months since the 0403 earthquake in Hualien. The Taroko National Park Headquarters (hereinafter referred to as Taroko N. P. HQ) continues to carry out reconstruction work, aiming to reopen partially some of the lightly damaged and relatively safe scenic trails by the end of this year. According to Taroko N. P. HQ, after the earthquake, the National Park Administration increased manpower and established the '0403 Earthquake Post-Disaster Special Task Force' to engage in reconstruction work. After a survey and assessment, reconstruction and reopening are being carried out in phases and zones. Areas with relatively light damage and higher safety levels, including Taroko Terrace, the northern section of Taroko Terrace Trail, Changchun Shrine, Buluowan Lower Terrace, Buluowan Suspension Bridge, Tunnel of Nine Turns Trail (Jiuqudong trail), Tianxiang, and the Chongde Trail and Huide Trail along the Su-hua Highway, have all commissioned contractors for reconstruction project designs.
It is estimated that construction contracts can be awarded by the end of July, and if all goes smoothly, partial reopening can be expected by the end of this year. However, factors such as the rainy season, upcoming typhoon season, and occasional aftershocks still pose variables to the reconstruction efforts. For example, on June 3rd, 2024, there was a landslide at the northern entrance of the Chongde Tunnel on the Su-hua Highway, with a large amount of soil and rocks falling onto the Chongde Tunnel and public toilets, disrupting the original plan and possibly affecting the repair schedule of the Suhua area Chongde Trail. Therefore, Taroko N. P. HQ is adopting a rolling adjustment strategy for design, contract awarding, and construction to expedite completion and reopening. As for other severely damaged trails and scenic spots, such as the Swallow Grotto (Yanzikou) Trail, Shakadang Trail, Lushui Trail, and Zhuilu Old Road, longer reconstruction times are needed.
Taroko N. P. HQ emphasizes that the rock formations remain unstable after the earthquake. Combined with occasional aftershocks and rain erosion, there is still a high risk of falling rocks. Therefore, the public is advised to refrain from entering the park unless absolutely necessary. They are encouraged to explore other areas of Hualien, such as Shitiping on the East Coast, Guang-Mata'an Wetland, Danong Dafu Plain Forest, and the Batongguan Old Trail in Nan'an, Yuli, which are all worth visiting.
